It is within the production strategy that targets for process improvement and change must exist, the production strategy should not merely focus on declaring that the production department goes for 10% increase in output with a 10% reduction in costs.

Apply a basic mission statement with a five-ten year business plan, where your production processes are re-vamped. It is from the business plans that annual objectives can be set, from where real plans can be developed, implemented, reviewed, and re-vamped to achieve your business plan. It will be the focus from which targets can be set for different sections.
